Educational Qualification

Candidates must hold a Bachelor's Degree in any discipline from a recognised Indian university.

Odia language requirement: Candidates must be able to read, write, and speak Odia. They must have passed Odia as a subject at the Middle School or High School level (Class 8 or Class 10 level). This requirement can also be fulfilled by passing an Odia language proficiency test before appointment.
Age Limit 21 – 38 years
Age Relaxation Unreserved: 21–42 years (as on January 1, 2025). SC/ST/SEBC: up to 47 years (+5). Women (all categories): up to 47 years (+5). Ex-Servicemen: up to 47 years (+5). PwD (40%+ disability): up to 52 years (+10). PwD SC/ST/SEBC: up to 57 years (+15). Attempts: General — 4, SEBC — 7, SC/ST — unlimited.

🏆 Selection Process

  1. Preliminary Examination (June 7, 2026, qualifying): Two objective papers — Paper I and Paper II, 200 marks each, 2 hours each. Total 400 marks. Marks NOT counted in final merit; used for shortlisting.
  2. Main Examination (Descriptive, merit-based): Seven papers — 4 language/essay papers are qualifying and 5 merit papers count toward ranking. Each paper carries 250 marks. Minimum 25% required in each paper to qualify.
  3. Personality Test (Interview): 250 marks. Conducted by an OPSC board. Assesses administrative aptitude, personality, and communication skills.
  4. Final Merit: Mains merit papers (5 × 250 = 1,250) + Personality Test (250) = 1,500 marks total.

  2. Register with your email ID and mobile number. Complete your profile with personal and educational details.
  3. Apply for the OCS 2025 Combined Competitive Examination within the registration window (January 20 – March 12, 2026).
  4. Upload your photograph and signature in the prescribed format (JPG, specified dimensions).
  5. Pay Rs. 700 application fee (General/SEBC) via online banking or debit card. SC/ST and PwBD candidates are fully exempted. Note: fee is refundable to candidates who appear in both Prelims papers.
  6. Submit the application and download the confirmation receipt with your registration number for future reference.
